Honestly I'd have to say it depends on the type of person... If its someone who is normally a social butterfly that clams up all the sudden around you to me it means they either really like me or are being fake... If its someone who usually is nervous and kind of mousy then I'd think it was a sign of weakness and would find it to be a turn off even if thats how they just are. Or Id think they were on something LoL... Id say a good 70% of the time in general its cute and may boost a girls self esteem.
If the girl is sweet and nice, she will be flattered that her presence has such a great affect on a guy. From a girl's POV, once you get past the second date, try and limit your visible nervousness, because then it will make her feel like you arn't comfortable around her, and it might get akward for her. Sometimes we want the guy to take the lead in relationships (I'm not talking about sex specifically).
It can be a little bit cute but gets a little annoying or I think I'm doing something wrong. Can be uncomfortable. I don't mind shy guys, Most of the guys I've dated have been really shy but I like them to be able to warm up a bit. At least to me.
I think it's sweet if they blush or get a little nervous. Especially if I'm being the same because it's nice to know they feel the same. And it shows that if you're nervous then you must like them a good amount.

they probably don't even notice other than a little bit of nervousness. From your perspective it seems 100x amplified.
it depends if the girl thinks the guy is cute. if so its adorable. if she likes him she will understand and help to break the ice.
I don't like it. I like a man who is strong and confident with himself. Not too cocky though. A little blushing is ok but thats it.
